Appel d'offres ouvert aux entreprises nationales et étrangères. En Côte d'Ivoire, le délai de remise des offres est d'au moins 45 jours à compter de la publication au BOMP, et l'avis doit aussi paraître dans un journal d'annonces internationales ou sur le web.
